Trust Requirements Lands are held in trust pursuant to the state admission act and state constitution. Oregon has one of the most general trust management descriptions with laws and constitutional amendments requiring the creation of a “common school fund” for the support and maintenance of common schools. Lands are managed by the Department of State Lands, the administrative arm of the State Land Board, composed of the governor, secretary of state, and state treasurer, and led by a director who is appointed by the board.
